Tooltips
Problem Statement
Tooltips look better than they did in former releases, still I think we can do them better.

Oxygen
User Customization
Via KCM colors/global font settings etc.

Which options should be changed for all instances of this, regardless of program
per instance options
app developers should have s way probably via css to interfere way the text is displayed in the tooltip
